That is the entire job. Old samplers, hardware decks, broadcast playout systems, some DAWs' stricter import paths — they want PCM in a WAV wrapper, and this hands them exactly that.

Honest about what it cannot restore

The WAV will be several times the size of the MP3 — four times for a 320 kbps source, more for the common lower bitrates — and sound identical to it, not better. Anything the MP3 encode discarded is unrecoverable, and a page that implies otherwise is selling you disk usage as quality.

Questions about MP3 and WAV

Will the WAV sound better than the MP3?
No, and be suspicious of tools that suggest it will. An MP3 is missing what its encoder discarded; decoding it to WAV writes those same samples in a bigger box. Better sound needs a better source — a lossless original, or the person who has one.
Then why convert at all?
Compatibility, and editing comfort. Gear and software that predates MP3 licensing, samplers that stream PCM from disk, CD burning, and editors where you would rather not stack a second lossy encode on export — all real reasons, none of them about quality improving.
Why is the file so much bigger?
Because WAV stores every sample raw. A four-minute track at the common 192 kbps is about five and a half megabytes of MP3, and about forty as 16-bit WAV; from a 320 kbps MP3 the jump is fourfold. That is the trade you are choosing, and for the gear that demands WAV it is worth it.
What about my MP3's tags — title, artist, artwork?
WAV has no standard place for them, so they do not travel. The file keeps its name, and your editor or library software will read the audio fine; expect to lose the artwork and the ID3 fields.
